&lt;p&gt;WASHINGTON, DC-DC wants to create five neighborhoods that will encompass some two million sf of development and 750,000 sf of redevelopment of historic buildings in a 173-acre District-controlled campus along Martin Luther King, Jr. Avenue. Mayor Adrian Fenty has just unveiled the draft St. Elizabeths East Redevelopment Framework Plan. His Administration will host a public hearing on the proposed plan on Oct. 28. The plan will be submitted to the DC Council for approval in early November.&lt;/p&gt;
